The incumbent will be responsible for overseeing the implementation of the Advocacy Core Team (ACT) Community Led monitoring (CLM) project in collaboration with PZAT, I-TECH and PEPFAR. S/he will identify and develop technical and operational capacity building plans for the Community Based Organisations (CBOs) who will be selected to implement the CLM project. The incumbent will also ensure CBO and overall project compliance with PEPFAR regulations. S/he will report to the Advocacy Coordinator and Technical Advisor. Duration October 2020 to September 2021, renewable upon availability of funding Key Duties and Responsibilities The incumbent will be responsible for; Developing CBO capacity assessment tools in partnership with PEPFAR Small grants officer; Identifying capacity gaps from the selected CBOs and developing technical and operational capacity building plans for CBOs; Collaborating with technical staff to facilitate capacity building on identified gaps and following up on performance improvement plans; Train, capacitate, and mentor PEPFAR small grants-funded community-based organizations on standardized components of CLM; Perform monitoring and follow up visits, in collaboration with the PEPFAR CLM Task Force, to support CBO grantees; Training  and mentoring CBOs on CLM tools; Ongoing mentoring of CBOs to PEPFAR /CDC/USAID rules and regulations; Monitor risks and compliance and identify early warning signs of grant risks; Ensure compliance to grant Marking and Branding procedures;  implement and manage an effective compliance of CLM program and its activities; Liaise with the Program Coordinator in the development of reporting and monitoring tools; Conduct compliance, support and supervision visits.   Qualifications, experience, and key competencies required, A Degree in Social Studies. A post graduate qualification in advocacy or related disciplines is an added advantage; 3-5 years NGO working experience in HIV/TB prevention, care and treatment programs. Comprehensive knowledge and experience in PEPFAR programmes and understanding of PEPFAR/CDC/USAID rules and regulations is a must. Knowledge and experience in HIV & AIDS program monitoring and evaluation. Experience in Capacity building and mentoring to promote community-facility linkages is required. Excellent planning and organizational skills, Competent in multi-level stakeholder engagement; Advanced oral & written communication skills, Proficient in computers and Microsoft packages; Comprehensive knowledge of computer software to support program implementation. Excellent participatory training skills, inter-personal skills and demonstrated ability to work independently and collaboratively is key. Excellent writing, reporting and presentation skills, including fluency in English and one or more of the local languages spoken (e.g. Shona and/or Ndebele) is an added advantage.
