Pangaea Zimbabwe AIDS Trust (PZAT) is an independent Zimbabwean entity registered as a local Trust in August of 2012 (MA/909/2012). PZAT strives to transform the lives of people living with and affected by HIV by working to ensure their access to quality and comprehensive HIV and sexual health services delivered in safe and supportive environments. PZAT has led and engaged in several programmatic and research activities focused on key populations in partnership with the MOHCC and academic, local and multi-national partners.

Job summary
PZAT is looking to engage a Strategic Information Officer. The Strategic Information Officer will be based in Harare but covering PEPFAR supported districts in Zimbabwe where Community Based Organisations (CBOs) will be engaged. The incumbent will be responsible for overseeing the implementation of the Advocacy Core Team (ACT) Community Led monitoring (CLM) project in collaboration with PZAT, I-TECH and PEPFAR. S/he will identify and develop technical and operational capacity building plans for the Community Based Organisations (CBOs) who will be selected to implement the CLM project. The incumbent will also ensure CBO and overall project compliance with PEPFAR regulations. S/he will report to the Advocacy Coordinator and Technical Advisor.

October 2020 to September 2021, renewable upon availability of funding

Key Duties and Responsibilities
The incumbent will be responsible for;

Develop CLM data collection tools; Liaise with the Program Coordinator in the development of reporting and monitoring tools; Coordinate, collate, manage and compile data on behalf of small grants-funded community-based organizations; Standardize and roll-out CLM tools across grantees; Develop and disseminate dashboards to assess CLM results on quarterly basis; Conduct Monitoring and evaluation visits; Analyses of  trends and package data for evidence based advocacy; Document best practices and most significant stories of change; Support CBO Strategic Information Officers.

 

Qualifications, experience, and key competencies required,

A Degree in Monitoring and Evaluation is a must. A post graduate qualification in advocacy or statistical packages is key; 3-5 years NGO working experience in data analytics, bio statistics, monitoring and evaluation within the HIV/TB sector is a must. Proficiency in statistical software package e.g. STATA, SAS or SPSS is a must. Comprehensive knowledge and experience in PEPFAR programmes and understanding of PEPFAR/CDC/USAID rules and regulations is a must. Knowledge and experience in HIV & AIDS program monitoring and evaluation. Excellent planning and organizational skills, Competent in multi-level stakeholder engagement; Advanced oral & written communication skills, Proficient in computers and Microsoft packages; Comprehensive knowledge of computer software to support program implementation. Excellent participatory training skills, inter-personal skills and demonstrated ability to work independently and collaboratively is key. Excellent writing, reporting and presentation skills, including fluency in English and one or more of the local languages spoken (e.g. Shona and/or Ndebele) is an added advantage. Clean class 4 Drivers License.
